SmithGroup Elevates Vlad Torskiy to Health Care Strategist

DETROIT — SmithGroup has promoted Vladislav Torskiy to the role of health strategist. Torskiy, a principal based in SmithGroup’s Chicago office, is responsible for leading the firm’s strategic planning services and continuing growth of its team of health strategy experts.

Torskiy is a health care architect and planner who, for the last 25 years, has dedicated his career to operational, strategic and master planning for health care institutions. He has been on the forefront of finding executable solutions for his clients as forecasting technologies have advanced and the health care industry has become more complex. Recently, Torskiy led a population health and equity study of the South Chicago metropolitan area. This analysis of multiple safety-net and nonprofit health systems and independent hospitals, serving more than 5 million people in Chicago, is being used to redirect health services delivery and improve future facilities and operations.

DENVER — Brown and Caldwell promoted Dr. Allegra da Silva to research and development deputy director as the firm continues to advance technical innovation in the water and environment sector.

With a career spanning more than 20 years, da Silva’s extensive research background includes working at the U.S. Agency for International Development as part of a team managing a $30 million/year portfolio of research and innovation competitions to spur improvements in food security and equitable access to clean water and sanitation.
Following her government sector experience, da Silva has blazed a trail in environmental engineering consulting to focus on pioneering research and development projects in the water and wastewater sector. She co-led the launch of Brown and Caldwell’s PFAS initiative, helping utilities navigate the rapidly evolving regulatory landscape with a common goal of protecting public health and the environment. Her diverse experience includes serving as technical lead and researcher on projects encompassing water resources and reuse, advanced treatment technology, emerging contaminants, environmental permitting, and feasibility studies.

Wycliffe Ogega Joins Dewberry

FAIRFAX, Va. — Dewberry, a privately held professional services firm, has announced that Wycliffe Ogega, P.E., has joined the firm as a project manager in the Raleigh, North Carolina, office.

With nearly 10 years of experience, Ogega join’s the firm’s mechanical, electrical, and plumbing (MEP) group to expand its power systems services. He serves health care, municipal, commercial, industrial, and institutional clients by performing short circuit, protective device coordination, arc flash, and load flow studies. In addition to his responsibilities as a power systems designer, Ogega is responsible for leading arc flash training and data collection exercises for clients and staff.
Ogega earned a bachelor’s degree in electrical engineering from the University of Minnesota (2012) and is a member of the Institute of Electrical and Electronics Engineers and the National Society of Black Engineers.

Emily Wasley Named Board President of the American Society of Adaptation Professionals

SAN FRANCISCO — Emily Wasley, corporate climate resilience practice leader at WSP USA, an engineering and professional services consultancy, was named board president of the American Society of Adaptation Professionals (ASAP).
The nonprofit organization, which comprises of more than 1,400 professionals across 49 states and 590 organizations, supports and connects professionals to better prepare for climate change while helping members strengthen their professional network, exchange best practices and practical advice, and accelerate a more equitable and effective climate adaptation practice.
As board president, Wasley will be responsible for ensuring ASAP’s activities align with the organization's mission and vision; empowering member-led interest groups and member leadership; representing ASAP and being an active and recognized leader in its network; serving as the primary liaison between the board and ASAP’s staff; and leveraging her position as a leader in corporate climate resilience to involve more businesses in the society’s research agendas, partnerships, and solutions.

Actively involved with the Society for Maintenance and Reliability Professionals (SMRP), Hawkins has held numerous committee chair and board of directors’ positions within that organization. He currently serves as the SMRP's liaison to the Global Forum on Maintenance and Asset Management (GFMAM) and the World Partners in Asset Management (WPiAM). He is a past chair of the SMRP Certifying Organization.
